Results Oriented Management and Accountability (ROMA) is a results-oriented/evidence-based system of organizational management developed by the Community Action network to comprehensively evaluate community needs and leverage resources from federal, state, local, and private sectors to strategically address these issues.
In 2001, The Office of Community Services issued Information Memorandum #49 to help Community Action Agencies understand the responsibilities associated with successful implementation of the management philosophy. Barbara Mooney (ANCRT) and Julie Jakopic (iLead) later developed the ROMA Cycle as a graphical representation of the basic concepts of ROMA as defined by this document.
In 2012, The Office of Community Services launched several new initiatives to help the Community Action network increase personal accountability and improve their impact. One of these initiatives led to the development of the CSBG Organizational Standards, a set of basic principles designed to strengthen the capacity of Community Action Agencies throughout the nation.
A second performance management initiative focused on enhancing the network’s performance and outcomes measuring system, which led to the development of ROMA: Next Generation.
Finally, a third initiative focused on creating State and Federal-level accountability measures to track and measure organizational performance by State CSBG Lead Agencies and OCS.

A new Theory of Change was released by the network in 2017 as a graphical representation of the core principles, performance management framework, and services /strategies implemented and led by the Network to achieve the goals of Community Action across the nation.
