Rediscovering Governance using Nonservice Approaches to address Welfare Problems

This document addresses non-service approaches that local governments can use to address local social welfare problems, making use of governance methods not often considered, such as regulation and deregulation, tax policy change, administrative reform, collaboration with the private sector, promotion of self-help, and public advocacy.
